A stationary facility in this section (Section 815.06) means any part or assembly of any material or equipment used in the production, processing, or pipeline transfer of fluids or gases. © Application Requirements. (1) The site for each stationary facility must be located not more than 150 feet from any other stationary facility and not more than 50 feet from any person or structure used in pipeline operations. Site facilities must be located where the volume of all fluids or gases generated, transported, and disposed of at the site is not greater than 10 million gallons per day. (2) Each site must have a minimum ground capacity of at least 10,000 barrels of liquid waste or equivalent storage and at least 1,000 tons of natural gas waste per site. The site must have a minimum surface area of at least 200 feet by 150 feet. (3) Site facilities must be located within a single development unit. The development unit must have an area that is 500 sf x 500 sf by not less than 300 feet wide. The development unit must comply with all applicable subdivision regulations. (4) Each development unit must comply with the Environmental Protection Agency's requirements that apply to a development unit and its proposed site. The Department shall, after considering the environmental impact statement and all environmental documents submitted on this project, promulgate rules or regulations that provide for minimum ground and surface area requirements for all developed land. Exhibit 8-A: Site Permit © General The Department shall issue the general site permit before the final project has been initiated. The Department may approve additional site permits, if necessary. (d) Application Criteria (Section 815.05) (1) An application for a new site permit for a new or used station for oil and gas handling and production facilities must include all the following: (A) The applicant must be a person or entity subject to the Federal Clean Air Act (33 U.S.C. 7401 et seq.) (B) The applicant must demonstrate that it possesses the following qualifications: (i) Compliance with the standards established and published by the Department pertaining to the operation of stationary facilities. (ii) The applicant must possess an Environmental Protection Agency-issued “Environmental Protection Agency Air Quality Standard Permit for Oil and Gas Handling and Production Facilities”. © The applicant shall provide an economic analysis for the proposed site and provide assurances that the facilities will be economically feasible.
