The European Community has been and is committed to the protection of the natural environment and of the biodiversity of the European region. The scientific and technical developments in the fields of environment and in biodiversity are the necessary preconditions of ecological services to the human civilization. In the case of natural protection and the preservation of the natural environment, it is imperative to make use of the various means available for the benefit of the species, to ensure ecological balance between natural and human activities. Conservation and development and the improvement of living conditions are complementary functions. In the case of biodiversity, it should also be ensured that the benefits are also spread and that it is not used only for the satisfaction of human needs (in particular by increasing the population or by other forms of exploitation, which may seriously harm the environment and cause irreversible damage). In order to achieve these objectives, the European Community is setting up the first ever EU-funded research project. Research programs are being initiated at national and regional level to promote scientific and technological innovations, to ensure an effective and integrated control in the field of biodiversity and biodiversity conservation, to enhance the understanding of its biodiversity and conservation status. In order to bring together European research projects, the European Environment Agency is establishing a European Research Council for Environment and Biodiversity Research (ERC-EBR). Its second aim is to promote EU-level research in the management, conservation and management of species and habitats, to provide scientific advice to governments and to support other research activities.
