Background on the moratorium This moratorium was adopted due to pressure over the lack of teachers in general. The moratorium was to last for a year until the next general election in May 2011, as the Government of Ireland had reduced its workforce by around 30 000 over the last three years. The moratorium was also imposed as a result of the financial crisis which hit Ireland between 2007 – 2009. However, from May 2009 onwards, the Minister was faced with severe criticism over the lack of teachers in comparison to an increasing number of students and increased demand brought on the education system. By the July 2011 census, there were over 5 000 under qualified teachers compared to just over 2 000 in 2005. In response to the increased demand, the Government of Ireland issued a Public Notice in December 2009, which stated that this moratorium will end in 2011, at which time it should be reconsidered as a consequence of Ireland's future economic and educational wellbeing. Schools Minister, Diamond O'Reilly stated in the December 2009 Public Notice that, “The Government is concerned that the present situation is unsustainable on a long-term basis, and we have determined an adjustment period of two years before a full lifting” (Ministry of Education 2009). The moratorium for 2011-12 was imposed to prevent the loss of staff in the short- to medium-term term. In the short- to medium-term, the Government had planned to raise from €6.5 to €6.9 billion in the coming months, an average of €10.7 billion — the largest increase in 30 years (Ministry of Finance 2010b), despite economic uncertainty in Ireland at the time of the announcement. The Department of Education was to continue to work with the Minister for Education on ways to address the current shortage of school personnel. At this stage, there has been no sign of the increase being raised and the Department continues to consider possible solutions to the shortage of teachers (Ministry of Education 2010a). It has been proposed that in the short term, a number of additional schools could be opened (Minister for Education 2010a), while in the longer term the Government could introduce legislation that would reduce the numbers of schools (Minister of Education 2011). However, this will not address the long term structural issues with the recruitment and retention of school staff. It is to be noted that the Irish Government continues to engage with the education sector to address the shortfall in teacher numbers and the associated issues for schools (Department of Education 2011). 3.
