We will take strong action for women. Status of Women Canada is at the beginning of a new decade of action. With the passage of budget 1997, we committed to reducing the deficit. Today, more than ever, the government needs strong policies and programs that give strong leadership to women's initiatives. We see five areas where we need to concentrate. First, in order to reduce the deficit, it is important to make the Government's support for women's initiatives as strong as possible in order to create a long-term vision for women's leadership in Canada. Second, to build on our current financial commitments, we must begin a long-term process of strengthening our capacity to deliver on programs. Third, we must continue to work together to protect the values of Canadian women. Fourth, to expand on our leadership responsibilities, we must have a clear vision for the future and a strategy to achieve it. Fifth, we must have a clear mandate to create a strong and effective women's department. We need to create a department that is responsive and accountable to women's needs. In order for us to do this we must ensure women's leadership in all areas that are of value to women. The current status of Women Canada provides a clear framework for all policy areas relevant to women's issues. We can build upon it to make women's issues a priority while keeping our commitments to balance our budgets. Chapter One: Our Approach to the Role of Women As Canadians we have always looked at women's issues differently from one another. At this time, the Canadian government is looking for a new direction and will not rely on the same formula for all women's issues. One reason is the fact that different countries and cultures differ in many ways and are in need of a different approach. Another is that there are important differences relating to Canadian society, history and culture. In the first part of this chapter we will highlight women's issues by focusing on issues that are central to women. We will then focus on issues of relevance for men and women and then will consider Canada's efforts to deal with the issues faced by women in Canada and outside. It is not necessary for us to deal with the issues faced by immigrant women who arrive in Canada under a different set of circumstances to those faced by first-generation immigrants—for example, women from Eastern Europe and Africa, who are less integrated in our society. We have not yet seen an agreement on how to deal with immigration from this group. It will be a priority area for future discussion.
