The purpose of the Biometric Information System (BIS) is: 1. To improve monitoring and surveillance of the environment and to promote environmental sustainability and ecological conservation through the use of information on biological properties (biological identity, biographic data) and physical characteristics (phenotypic characteristics) collected from the biophysical and geophysical environment and recorded in existing databases. 2. To enable the monitoring of environmental activities (including water and air quality management) and natural events and to develop a national information service for these activities. 3. To enable the improvement of environmental safety and protection by enabling the tracking and identification of persons (including natural persons, industrial and political representatives) that may present a risk of violation of environmental regulations, national environmental laws or regulations (in particular rules governing the protection of endangered species or habitats and the protection of the air or the water), or are involved in illegal actions.
The Biological Identifiers (Biocodes) created by the BIS are used to identify specific biospheres (living entities) through biological characters (phenotypes).
