In order to meet the requirements required by these regulations, all automotive manufacturers using exhaust systems, other than exhaust-blown engines, must meet them to this document. 1.1 Scope of application The scope of application of these regulations does not include exhaust-blowing engines specifically designed to operate at higher velocities or with stronger fuel burn. 1.2 Definitions 1.2.1 Common meaning (see also the Glossary) For the purposes of this document, the following terms are used: “Type approval” means the vehicle type approval granted by the manufacturer to the vehicle manufacturer pursuant to this regulation. “Manufacturer” means the owner or person controlling the design and use of the vehicle. “Vendor” means the owner or person controlling the design and use of the product. “Vehicle component” means any of the following (excluding those referred to in the definition of “Emissions system”) when the motor vehicle includes both its body and mechanical components: (a) the exhaust system; (b) the engine (including exhaust manifolds); (c) the exhaust valve train, catalytic converter, exhaust gas recirculation system (EGGS) and exhaust manifold. The following “engine” can also be considered an engine component. “Voltage regulator” (see also the Glossary) means any part which regulates a vehicle's electric motor. 1.3 Scope of application The regulations apply to vehicles built from the model year of 1992 onwards (see Annex A: Directive 1991/92/EC for reference). 1.
