1 The UNAWARE Executive Council, in consultation with relevant international organizations and oil industry bodies and with the help of the IOC and the PC, established the OPERATE (OPERA POC, OPERATE POC), a Special Commission on oil pollution prevention, and the Oil Pollution Prevention Convention, to provide an effective, inclusive and coordinated response to combat the global threat of harmful air and ground pollution caused by oil and the related oil spill hazards. 7.1.2 The UNAWARE Executive Council is setting up a Technical Committee (CCC), composed of representatives of the oil industry and relevant international organizations, for preparatory consultations and preparatory documents. The IOC and PC will also be represented in the CCC. The CCC shall provide, among other matters, technical advice on key issues and activities of the OPERATE and the Oil Pollution Prevention Convention. 7.2 High level action: 7.2.1 The UNAWARE Executive Council, pursuant to the OPERATE CONVENTION, decided to set up the High level Action Mechanism (HLM), to facilitate the implementation of the international conventions and protocols. To that end, the HLM aims at: • strengthening the effectiveness of effective implementation under the relevant conventions and protocols to the advantage of all concerned. • providing effective means to enable a proper implementation of the convention/protocol, consistent with the aims set out in the convention in question, taking into account the existing realities of the various jurisdictions and the respective capabilities of different levels of government and providing timely decision-making measures, and • the promotion of coordination among the Member States to enable effective and timely information exchange and the implementation of this Action Mechanism. For greater clarity, the document refers to the “convention/protocol” referred to in previous paragraphs. HLM should ensure coordination among countries and also between relevant international organizations and the Oil Industry. The IOC and PC will also become the main actors on this mechanism as they are the main oil polluting nations to sign the convention/protocol(s). 7.2.2 The HLM shall aim at: • ensuring international cooperation to implement the Convention/Protocols and • developing a strategy that would contribute to the implementation of the Convention/Protocols. 7.2.
