Any other inquiry which would require the Commission to examine foreign subsidiaries, affiliates, or joint ventures that are not involved in this specific transaction would infringe upon the rights of legitimate business operations whose business activities are not affected by the investigation. The Commission finds that there is no evidence which would establish probable cause to believe that the foreign corporation responsible for importing these particular materials has violated, or is violating, any trade regulation or applicable domestic statute. The Commission is confident, however, that the information on which this proceeding is based is sufficient to establish probable cause to believe that these materials were imported in violation of section 207 of the Tariff Act of 1930, as amended by the Uruguay Round Agreements Act of 1962. The Commission is satisfied that the facts and circumstances, as they appear to it, give reason to believe that the violations of these laws are significant and substantial enough to warrant this investigation. Consequently, the Commission will investigate both the importation and manufacture of these materials of these foreign companies and the circumstances under which the material was imported by those companies.
