Regulation 4 of the Control of Asbestos Regulations 2012 obliges the 'dutyholder' to manage the risk from asbestos in non-domestic premises, so to ensure that workers are no longer knowingly exposed to any potential or real risk.
Permissible Exposure Limit (PEL) for asbestos is 0.1 fiber per cubic centimeter of air as an eight-hour time-weighted average (TWA), with an excursion limit (EL) of 1.0 asbestos fibers per cubic centimeter over a 30-minute period. The employer must ensure that no one is exposed above these limits.
(5) The employer must ensure, so far as is reasonably practicable, that the work to which the plan of work relates is carried out in ance with that plan and any subsequent written changes to it. (1) An employer must hold a licence granted under paragraph (2) before undertaking any licensable work with asbestos.
