A fuel pathway accounts for the greenhouse gas emissions produced throughout a fuel's life cycle — from production to distribution and use. This is sometimes referred to as a “well-to-wheels” or “life cycle” analysis, too.
The LCFS is designed to decrease the carbon intensity of California's transportation fuel pool and provide an increasing range of low-carbon and renewable alternatives, which reduce petroleum dependency and achieve air quality benefits.
Who Is Eligible? An eligible fuel reporting entity that provides electricity or hydrogen as a transportation fuel may generate LCFS credits, or designate a third-party entity on its behalf to generate credits, for the dispensed electricity or hydrogen.
The Program applies to emissions that cover approximately 80 percent of the State's GHG emissions. CARB creates allowances equal to the total amount of permissible emissions (i.e., the “cap”). Supporters say the new rules are necessary to keep California on track for its ambitious climate goals, including net-zero emissions by 2045. But critics have warned that the new standards could push gas prices even higher in a state where drivers already pay some of the highest fuel costs in the nation.
The LCFS is designed to encourage the use of cleaner low-carbon transportation fuels in California, encourage the production of those fuels, and therefore, reduce GHG emissions and decrease petroleum dependence in the transportation sector.
Under the current LCFS regulation, the 2030 standard of a 20 percent CI decline will also be imposed for all years post-2030. Since the regulation went into effect, low carbon fuel use has increased. Fuel producers are also taking action to decrease the carbon intensity of their fuels.
