Decision: The United States may provide administrative support, training, personnel, and equipment to the Government of the Democratic Republic of the Congo until such time as the government has established a civilian court system consistent with international standards and is participating in joint African Union peace talks in Addis Ababa, Ethiopia. Action: The Department of Defense is authorized to provide such administrative support, training, personnel, and equipment within the scope of 10 U.S.C. 2774 and 2775 to the Government of the Democratic Republic of the Congo only to assist the Ministry of Defense of the Government of the Democratic Republic of the Congo in the performance of its constitutional, military, and law enforcement functions. In addition, the United States Department of State will continue to support peace efforts within the country and is authorized to maintain security assistance for the Democratic Republic of the Congo. Decision: The Department of Defense is authorized to provide administrative support, training, personnel, equipment, and supplies in amounts not to exceed 1,500,000 and to the International Committee of the Red Cross International, which is not more than 500,000 in any calendar year, to support implementation of the government of the Democratic Republic of the Congo's commitment to the International Military Education and Training (MET) program. Actions: In May 2015, the Department of Defense announced at the conclusion of a comprehensive assessment of MET by the Organization for Security and Cooperation in Europe (OSCE), its African Component, and USAID: The GOFER has adopted all ten MET principles for implementation, and is working to implement them without compromising national sovereignty or democratic and civilian processes. In accordance with UN Security Council Resolution (UNHCR) 2559, the Department of Defense is authorized to provide administrative support, training, personnel, and supplies to the Government of the Congo for such purposes as support to the implementation of the MET principles within its own national capacities. In addition, the Department of Defense is authorized to maintain security assistance for the Democratic Republic of the Congo only after a formal peace agreement is approved by the Democratic Republic of the Congo, and the GOFER complies with all relevant international standards for international troops. The GOFER will continue to undertake efforts with regard to the implementation of the above objectives following the end of operations in Somalia. The GOFER is also preparing to host MAN (International Military Education and Training Institute) in January 2016. Actions: The USAID is authorized to provide assistance to the GOFER in order to carry out the above objectives.
