You can do this by demonstrating that you have completed specific secondary or tertiary qualifications, by taking an English language skills test, or by completing a relevant English language course at the University's Centre for English Teaching.

English is the primary language of instruction at UBC. Before you're admitted, you must demonstrate a minimum level of English. There are nine different ways to meet this requirement, and academic English development programs for those who have not yet met the requirement.

Universities will say what is their minimum band requirement. It will always be at least 6.5, an equivalent of level B2. For a phD course, I'd expect an average score of 7.0 or 7.5 (Reading, Listening, Writing and Speaking paper).
