Upward Bound provides fundamental support to participants in their preparation for college entrance. The program provides opportunities for participants to succeed in their precollege performance and ultimately in their higher education pursuits.
Upward Bound is a federally funded educational program within the United States. The program is one of a cluster of programs now referred to as TRiO, all of which owe their existence to the federal Economic Opportunity Act of 1964 (the War on Poverty Program) and the Higher Education Act of 1965.
Since 1964 more than 2 million students have participated in Regular Upward Bound and 964 programs are funded with more than 80,000 students participating.
Supporters of cutting or consolidating Upward Bound often point to a controversial study by the Mathematica Policy Research organization that found that most students who participated in the program were no more likely to attend college than those who didn't.
Students must have completed the 8th grade, be between the ages of 13 and 19, and have a need for academic support in order to pursue a program of postsecondary education.
