The five month rule refers to the termination of a student's record in the Student and Exchange Visitor Information System (SEVIS) based on the student being away from classes or not in status for five months.
Complete USCIS Form I-539 for “reinstatement” following USCIS instructions. Pay form I-901 SEVIS fee, if applicable (SEVIS fee is not required if applying for reinstatement and out of status less than five months). Submit complete application by paying the $370 application fee to U.S. Department of Homeland Security.

You need to inform the DSO that you have arrived in the United States and want to transfer immediately to another SEVP-certified school. You must show proof of acceptance to your new school. You must report to your new school and enroll in a full course of study within 30 days of arriving in the United States.
If an F-1 student leaves the United States for more than 5 months and is not able to remain enrolled at the student's ICE SEVP-certified school, the student will not be able to maintain student status.
