A 504 plan does not allow for specialized instruction as an IEP does. Although parental consent is required to evaluate the child for a 504 plan, there is no requirement for parental consent for the accommodations to be put in place. States do not receive extra funding for students with 504 plans.
Who is eligible for Section 504? Students may qualify for protection under Section 504 if they have a mental or physical impairment that substantially limits one or more major life activities. A label, disability, or diagnosis alone, does not make a student eligible under Section 504.

The general difference between the IEP and Section 504 is that the objective to Section 504 is to remove barriers that could stop a student from success, whereas, the IEP is to set up special accommodations for students in need. The eligibility requirements for an IEP are much more stringent than those of Section 504.
Grades alone should not be the sole criterion for determining the need for a 504 Plan or an IEP. The law requires that the whole child be considered, including their academic performance, behavior, social and emotional well-being, and any other areas that may be affected by their disability.
504 are for students with a disability that limits access but who do not require special instruction in order to make curriculum progress. Iep is for a student who has one of several qualifying disabilities and requires special instruction in order to make academic progress. Student needs help with mobility?
