For whatever reason, King Charles II (EDIT: Charles I) decided to put the whole Potomac River in the Maryland colony when he granted the colonial charter to Cecil Calvert in 1632, and because people are often strangely reluctant to change borders even when it would make sense, that is where it remains to this day.
