A slope with 1-foot vertical change for each horizontal foot is a 100% grade. For development, a 15% grade is considered steep and requires extra attention to slope stability and drainage issues (if the elevation change is more than 1 ½ feet over a 10-foot horizontal distance).
If the gradient is more than 30%, the regulations become even more restrictive. In many cases there are additional restrictions on the allowable footprint and buildable area when building on a slope. If the gradient is above 40%, no construction may be possible at all.
Steep slopes are legally defined as hillsides having a 15 foot, or greater, vertical rise over 100 feet of horizontal run, or 15% slope (Figure 1). They are often undesirable ar- eas for development due to the difficulty of building on steep grades.
So, how much slope is acceptable? The easiest terrain to build on has a slope of less than 10%. Gradients between 11% and 20% are deemed “moderate,” whereas those over 20% are deemed “steep.” Note that when the gradient is greater than 15%, building costs start to rise.
Understanding slopes and gradients Around 11-20% is considered moderate and gradients above 20% are considered “steep”.
Gentle grades of less than about 10% (a one foot rise over 10 feet) are the easiest to build on. Between 15% and 20%, you should plan to spend a little more on grading and the foundation, which may need to be be stepped down or have deeper footings on the low side.
Spread a light layer of fresh hay or straw onto the slope to prevent erosion. Open jute netting may also be used across the slope to prevent erosion. Because the jute fabric is organic, it will decompose over time. Once established, the sunny flowering perennials will secure the slope.
