Adm. Code 5/24. The initial monitoring wells shall be identified with the following phrase, “Well-groundwater monitoring located within the facility”: “Surveillance wells located within the facility” to identify each of the initial monitoring wells at first opportunity. The initial monitoring wells should be maintained continuously. The initial monitoring wells should be designed so that the minimum discharge distance and the maximum discharge to groundwater, respectively, are identified. In a well, it is the discharge distance to groundwater, from which the groundwater quality could be determined during normal operations to monitor the groundwater quality to its limit. Monitoring wells may be separated into three areas: 1) surface area of well; 2) water depth (how far up in the well the water will reach before reaching the floor in the drilling area; 3) water level (how far into the well the water will fall before reaching the ground); 4) discharge (how far the water will flow from the well into the earth). The first of these areas can be determined by drilling into an area with the water that will be sampled at one time. The second area can be measured when the drill is lowered to the same level at a later time, and the third area can be measured in intervals between drilling when the drill level is raised. The monitoring wells shall be located within 300 ft from the ground surface, except where in accordance with Table 14.06.1 or elsewhere. Where the groundwater quality is above a point of concern in the facility, the monitoring wells shall be kept continuously submerged in the ground, either above the surface or in the well bore, with all groundwater being treated and disposed of in accordance with the requirements of the applicable regulation. 2. Each monitoring well, including any associated valves to the groundwater monitoring wells, shall be marked within the drilling area with the following phrase, “Survey wells monitored by Groundwater Monitoring Facility” (see Figure 14.06.3). The wells shall be located and marked to provide a way to identify the source of a release to groundwater (e.g., drilling well pump station). 3. Each sampling method of Groundwater Quality Monitoring Facility (GPM) used (e.g., sampling well, groundwater monitoring device or borehole) shall be operated and maintained in accordance with the requirements of the applicable regulatory agency. 4. The monitoring wells shall be constructed, maintained, and managed efficiently to maximize the potential for groundwater quality sampling.
