The man was referring to the recent decision by Republican House Speaker Tom Foley to put off a vote on divorce reform, which in effect, the speaker had announced he would block the votes of the state's Republicans and Democrats. Foley says he can't afford to hold a vote. Now, after six months of work, legislators may still not be able to resolve the divorce issue, but the state will still be stuck with the problems that flow from the issue. The issue is that divorced couples are ineligible to apply for state unemployment benefits, food stamps, tax refund reductions, and disability benefits. It could take years to resolve it. In the meantime, the divorce law could prevent some middle class couples like the one on the street from getting their financial houses in order. A divorced man who lives alone would not be allowed to get married again to the woman. “I would probably move in with my aunt,” the man said. “A woman's gotta marry a man.” Foley said the decision was taken for his own fiscal reasons. “I want to make sure that our state budget is balanced,” Foley said. But Foley says there are other ways he could balance the state budget without including legislation on divorce reform. Foley believes that many of the other problems that are plaguing Vermont could be avoided if state employees were hired by the private sector. Foley had proposed the idea in the previous legislative session. “If we got all our state employees into the private sector I don't think we don't have a fiscal problem,” Foley said. So, when a reporter asked Foley, who has led the state legislature in Vermont since 1995, which divorce bills he wanted to see get signed into law, Foley pointed for the first time to an issue he had not addressed while in office. He suggested that he had not given too much thought to the issue.
