The Community Development Block Grant (CDBG) program is a federal grant program funded by the U.S. Department of Housing and Urban Development (HUD) that provides funding for a variety of projects and programs to serve low income residents and areas.
II. § 9901 et seq., to be eligible for CSBG services, clients must be at or below 100% of the federal poverty line as determined by the federal Office of Management and Budget (OMB) based on the most recent federal Census data and as revised annually (or more frequently) by HHS.
While grants are “free money”, they do come with 'strings attached'. There are usually strict guidelines on what you can and cannot spend your awarded money on. If you spend the grant funds on something without the approval of the funding source, you'll likely have to return the grant.
If CDBG funds are spent, but the project is not finished within a reasonable period of time, HUD will determine that no National Objective was met and will require that all funds expended be repaid out of non-federal dollars.
GRANT REPAYMENTS Prior to making a repayment, grantees must consult with their local HUD Field Office to determine the procedure to be followed. HUD will direct the grantee to repay the funds either to the letter of credit or to the local CDBG account.
States participating in the CDBG Program award grants only to non-entitlement Units of General Local Government (UGLG). CDBG funds may be used for activities which include, but are not limited to: Acquisition of real property.
The loan is forgiven incrementally, such as forgiving one-fifth of the loan each year over five (5) years until the end of the repayment term. At the end of the repayment term, the repayment amount is reduced to zero, and the recipient has paid a total of zero dollars.
