Underground Storage Tanks (or UST) is a storage tank , excluding any underground piping linked to the tank, with not less than 10 percent of its volume underground. It is used to hold regulated substances such as heating, oil, motor oil, or can be used as a septic tank.
An underground storage tank (UST) system is a tank (or a combination of tanks) and connected underground piping having at least 10 percent of their combined volume underground. The tank system includes the tank, underground connected piping, underground ancillary equipment, and any containment system.
All pressurized piping must have an automatic (mechanical or electronic) line leak detector. An annual function test is required by an agency-approved tester. Note: If any portion of the product piping is located lower than the top of the tank, an anti-siphon device is required to be installed.
Underground storage tank regulations. Washington's Underground Storage Tank (UST) regulations, or UST rule, are in place to prevent the release of petroleum or other hazardous substances from underground storage tank systems and ensure any leaks or spills are found and cleaned up.
You must operate and maintain this equipment properly over time or you will not benefit from having the equipment or using an acceptable leak detection method. Most importantly, you must be sure you successfully use the method at least once a month to determine if the UST system has released any of its contents.
EPA's technical regulations for USTs are designed to reduce the chance of releases from USTs, detect leaks and spills when they do occur, and secure a prompt cleanup. UST owners and operators are responsible for reporting and cleaning up any releases.
