All right good afternoon everybody my name is Joel Villa I'm the public information officer for the county of Wayne I'd like to take a minute introduce everyone behind me here I have Sheriff Larry Pierce major Richard Lewis deputy Tom F'LAR deputy Mike Smith deputy Joe Allen we have pastored Hutchins pastor Alexander and also County manager Craig Honeycomb we're going to begin with some comments from our sheriff today, and then we will have some video that one of the deputies will be showing you after Thank You, Jo good afternoon, and thank you for being here today following this statement regarding an incident at the Wayne County Regional Agricultural Fair we will be playing a video for you, I remind our citizens that this is an active investigation, but we felt it important to release this information that we have so far on Saturday, October 5th deputies at the Wayne County Fair encountered multiple situations involving disorderly conduct fights groups of individuals in potentially volatile situations standard operating procedures during security details at the fair utilizes the escalation methods endorsed by our court system in conjunction with the juvenile justice system and school resource officer program this approach provides for our officers to issue lawful commands seek voluntary compliance and escort individuals from the situation's to avoid escalation of conflicts additional control measures are only utilized when necessary this security approach was successfully repeated throughout the ten days of the fair this approach was attempted in the situation involving t Xia Kali and her brother followed the lawful commands and peacefully left the fair following the circulation of video involving miss Kelly's incident the Sheriff's Office began an internal review of the deputies action by the Sheriff's Office's Professional Standards Division the deputy is currently performing administrative duties there is nobody cam video however video was captured from a camera near a southeast entrance and exit this video was voluntarily turned over to the Sheriff's Office by the Wayne County livestock Association we have requested a copy of the entire video posted on social media from Miss Kelly and her mother miss Sanders but to date have been denied access additionally we have requested an interview and written statement from Miss Kelly but have yet been granted such the results of the full investigation will be discussed with miss Kelly however we feel it necessary to release this video to address public concerns over the insula the full video from the fairgrounds will show the following other patrons being escorted peacefully out of the fair a large brawl during the final night of the fair that occurred just prior to the Kelly incident miss Kelly coming up behind the deputies and physically contact in the backs of the deputies who are attempting to break up the incident involving her brother miss Kelly swinging at the deputy before the videoed...
