This is behind the headlines with behind-the-scenes analysis on issues affecting Pennsylvanians sponsored by the Susquehanna Valley Center for Public Policy now heresy our host hi welcome to a new edition of behind the headlines I'm Maura Donnelly, and I'm filling in today for Charlie Greenwald who's on assignment he's a very busy man I'm very fortunate to have with me today my co-host and womble welcome Anne Thank You, Maura and is a member of the board of directors of the Susquehanna Valley Center for Public Policy she's also a trustee at Minersville University, and she's the executive director of the fund or the Lancaster dollars for higher learning is that I get everything right lets meet very nice to have you here today and especially with your background for our guests we have back with us today one of our favorite guests can mash is the president of apps cup welcome Ken more its great to be here, and he brought with us with him a very special guest Olivia Street who is a senior at Shippensburg University and were going to have an opportunity to talk to you a little too, so welcome thank you yeah it's great to have you both here today we've got some big funding issues to talk about for higher education so, and you want to I know you have the first question here today so sure I'm happy to start can as our audience probably knows over the years state funding for our state system schools has been cut now down to about twenty-five percent of state funding can you explain how this affects faculty and the campuses and their ability to manage so what when the system the state system of higher had with our 14 universities when it was originally created as the state system the state picked up about 75 as you were saying of the cost of a students' education now with cuts that have taken place in recent years its down below 25 percent at most of the schools what happened was in 2011 amid the Great Recession there was a reduction in 18 of eighteen percent of the state allocation every year since then we've been totally flat funded, so we have not seen any increases in fact I think were only one of the three states in the country at this point that has not restored some money to higher education since the Great Recession this year the know we were very fortunate we think both the governor and the legislature were kind of an agreement that we should get an increase it was not the kind of increase that the governor was originally saying he was saying that in the next two years he wanted to totally restore those cuts, but they did reach a compromise in which they said they were going to give us a five percent increase which would have made up about 20 million of the 90 million dollars at work hot so were you know we thought we were going to be going ahead, but unfortunately it all got caught up in the entire budget mass that's been taking place in the Commonwealth and when the governor wound up line item veto Inge and loop blue lining the budget he took...
