Who needs reach pre-registration:

Manufacturers: Companies that produce chemicals within the European Union (EU) or European Economic Area (EEA) and intend to place them on the market.

Importers: Companies that import chemicals into the EU or EEA from outside these regions.

Only Representatives: Companies that act on behalf of non-EU/EEA manufacturers to fulfill their obligations under the REACH regulation. They must be based in the EU or EEA and take responsibility for pre-registering substances on behalf of the non-EU/EEA manufacturer.
