THE FOLLOWING ARE REQUIRED TO BE COMPLETED PRIOR TO TRANSPORTATION TO/FROM MEXICO:6. At the time of approval of the freight movement request, the rail carrier must provide all necessary documents to the Texas Department of Transportation, Texas Central Railway Company, Central Texas Railway Company and Texas Transportation Commission, including:a. A signed declaration of approval by an agent of the railroad carrier indicating that no charges for the transportation to or from Mexico are being made nor will charges be made until payment has been made to the passenger on the applicable ticket or document.b. A certificate of insurance or bond or other acceptable form of security from each air carrier operating a nonstop flight to or from a place outside of Texas that complies with Federal Air Carrier Regulations, 49 CFR part 49, that provides liability insurance at a minimum coverage limit of at least 100,000,000 for the transportation to or from Mexico. A minimum of 5,000,000 must be available for a 100 million liability insurance policy in the first year and a 10,000,000 minimum policy in subsequent years.7. Upon shipment of products or services for delivery to/from a Mexican location by rail carrier, the railroad carrier shall pay to the person using the rail shipping services 3.49 on each shipment. The amount paid shall be added to the invoice for the goods or services.
