The project consisted of three phases: November 2007 through March 2008, April through June 2008, June 2008 through November 2009 and December 2009 through May 2010. The first eight months focused on evaluating the online data management process, evaluating the state's ability to meet its own policy to promote access to records, and assessing the overall state infrastructure for managing digital state records. The second eight months focused on ensuring public access to state government records by creating a process for creating, updating, and monitoring a state electronic record repository that was publicly accessible without registration. In January 2010, the project was renamed the Preservation of State Government Digital Information project (PS GDI). November 2007 through March 2008 During this project phase, we surveyed and analyzed data on the online resource known as the Washington State Archives (Archives). The Archives has been a state resource since 1934, and the project focused on whether it was able to provide access to the public from its website while maintaining its historical value. We found that there was a need to better protect and develop state and local public record content. There was also a need to find the resources best suited to individual circumstances. In March 2008, we initiated a project to evaluate the state's digital record retention policy. We analyzed the state's current retention policy and proposed a policy that would preserve more of the history of state and local government and make it more accessible to the public at large. During this project, Archives developed several new technologies, developed new software systems for information management, and built a new database to store its digital content. This led to a number of positive conclusions for the preservation of state government and our state's role in Washington's history. This first project was a learning experience for us, but it also demonstrated how to build effective technology and how to work with others to complete a project. It also showed how state government and resources can be saved, made public, and made accessible for everyone.
