Veterans eligible for ARE eligible to receive services only through the Department of Veterans Affairs (VA). Approximately 7.5% of VA medical service claims for outpatient medical services are currently approved for services via ARE with a total expenditure of 4.3 billion in 2009. The primary goal of VOC Rehabilitation and Employment (ARE) Program is to help veterans regain dignity, self-esteem and achieve self-sufficiency. By providing access to essential job training and related services, Veteran Employment and Training (VET) Service Corps is providing veterans with a path back to normalcy by providing them with the work skills needed to obtain employment at the level where they were qualified or where they desire to succeed. The vocational training included in ARE Program, as compared to other community-based rehabilitative services, provides an array of services that are unique in nature, such as vocational training/education, job skills training, job placement, career development, and job search assistance. In addition, the benefits received from ARE Program are specifically tailored to assist veterans in finding new employment. In fiscal year 2010, the National Service Life Insurance Trust Fund provided approximately 10 million annually to the Vocational Rehabilitation and Employment Program to be used in accordance with ARE guidelines established by the Secretary of Veterans Affairs (VA). The VET Work and Training Pilot Program was launched as part of the Defense Workforce Innovation and Opportunity Act (WHOA) of 2008. Over 100 entities have reported benefits received under the VET WHOA Program using the ARE Program. In fiscal 2013, VA began a pilot program to identify specific skills gaps and encourage training initiatives through ARE program. In addition, the ARE Program is funded under the WHOA and IOB programs by providing funding under each separately. WHOA: This program, authorized by Section 101(c) of the Act, provides financial assistance to support non-Veteran employers provide job seekers in vocational rehabilitation and employment education programs and training services. The Secretary of Labor sets the conditions of eligibility and approves the training; VA sets the conditions of supervision and oversees the certification; and the Secretary provides the training and supervision and certifies the training. IOB: This program, authorized by Section 102 of the Act, provides grants to non-Veteran employers to provide vocational rehabilitation and employment education programs and training services for unemployed workers, including eligible veterans.
