In the 1930s the government printed money to fund military production while the Fed kept interest rates low in the hopes that this would inflate the U.S. economic system. But in recent years this balance sheet manipulation became known as HE, a practice that was criticized as a stimulus in the name of fiscal retooling that would stimulate a sluggish real economy. In Japan, the central bank had its own “HE” program. It set an official money supply target for years; it issued bonds, which they traded to finance government spending. Then the country cut its bond purchases, to a little over 60 per cent of its economy, and increased its money supply by the same proportion. It worked— so far, so good.
