This guidance is meant to be implemented for the implementation of Point Source Monitoring for the following watersheds: NELSON CO, VAUNT ARY (CREEK VALLEY), CIRCLE OF DOVE, MOUNTAIN VIEW, AND WILKINS CO. The water sources in these watersheds are predominantly groundwater, and as such, are subject to monitoring from the time of pumping to determine whether the quantity of contaminants increases, drops, or remains consistent. The methodology for conducting monitoring for Point Source Monitoring (MM) for MDL-PPC is based on several well-established methods that have been used for decades, though they can differ slightly in some situations. For this specific implementation, the following criteria for evaluation of PM Mare included in this memorandum: the sampling period must be within the watershed; the number of samples must be adequate for sampling the entire water table below any contaminant level as defined in the EPA water quality standards; samples must be collected after every two-hour sampling interval, or as close to every two-hour interval as feasible; and samples must be collected only below the contaminant level for which the monitoring is applicable. This is done to prevent potential “bottlenecks” in the source water during water withdrawal and draw, and to avoid sampling points that might be used for future monitoring. These criteria apply to the following four watersheds: NW CIRCLE OF DOVE, NELSON CO, WILKINS CO. This memorandum is based on EPA recommendations, and on research by several universities. The guidelines are subject to periodic review and may be altered accordingly, at the discretion of the Regional Water Quality Control Board, in its sole discretion. This memorandum is intended solely for use by the Regional Directors and will not be issued to other personnel. This memorandum is not an EPA document and is not meant to be a substitute for EPA documents.
