If the maximum amount is exceeded by the total number of persons who contribute to the committee in any given election, all the contributions that exceed this amount must identify themselves. A political committee that spends more than 100 to sponsor an ad that costs 1,000 or less in support of or opposition to a ballot measure and that does not have an individual who has more than 100 in assets is subject to these disclosure regulations. These disclosure rules must also prohibit a political committee from sponsoring any independent expenditure that has been funded with more than 100 from individuals who contributed at least 100. The same rules are applicable for contributions from a committee to a local candidate, and for contributions from an individual to a local candidate that do not exceed 100 combined. The following changes are made to this section: Effective June 7, 2012, a group of at least six registered lobbyists may sponsor “candidate-related communications” that cost at least 1,000 in support of or opposition to a ballot measure. No more than 25% of these individuals' contributions are required to be disclosed. The requirement for the disclosures on public statements by candidate-related communications made on behalf of a candidate or the person's spouse does not reduce the disclosure requirement for other information that candidate-related communications provide such as the committee treasurer, treasurer's assistant, and political action fund treasurer. Effective June 7, 2012, a public statement for a lobbyist who is a sponsor of a “candidate-related communication”, that does not include the disclosure of the treasurer, or the treasurer's assistant, or the treasurer's committee status, if the individual or committee is listed as the recipient of the communication, may state that the statement is “paid for by a nonprofit organization”. A disclosure statement in a donor's financial statement is not required to include disclosure of the treasurer's status. An individual who is the treasurer of a committee that is not listed publicly on the Washington State Public Disclosure Commission's website and is the committee treasurer must disclose to the individual's employer the donor who has provided the campaign 1,000 or more. The public disclosure rules do not prohibit disclosure of information about donor's employment, including the employer(s) which provided the employment. Effective June 7, 2012, a political committee whose treasurer files a timely disclosure statement with the commissioner pursuant to RCW 9.43.045 is responsible for the filing of the same statement with the Federal Election Commission.
