(1972) The Clean Water Act (CWA) establishes the basic structure for regulating discharges of pollutants into the waters of the United States and regulating quality standards for surface waters.
Regulated wastes include drilling fluids and cuttings, produced water, sanitary wastes, and deck drainage among others. Three broad categories of pollutants are identified in the guidelines: conventional, toxic, and non-conventional, which are described below.
Under Section 319, states, territories and tribes receive grant money that supports a wide variety of activities including technical assistance, financial assistance, education, training, technology transfer, demonstration projects and monitoring to assess the success of specific nonpoint source implementation projects
Its implementing regulations are codified at 40 C.F.R. Subchapters D, N, and O (Parts 100–140, 401–471, and 501–503). Technically, the name of the law is the Federal Water Pollution Control Act.
Agricultural runoff, which the Clean Water Act does not regulate, is now the leading reason waterbodies fail to meet water quality standards. Runoff pollution from urbanizing areas is also a growing problem.
