There is a Pinto Horse Association that will register any horse with that pattern, but the APHA requires either one or both of the parents too be a registered Paint.
A horse with two APHA parents must have at least one Paint pattern gene and at least one Paint trait. A horse with one APHA parent (the other being a Quarter Horse or Thoroughbred) can either have at least two Paint pattern genes and one Paint trait OR at least two Paint traits and at least one pattern gene.

APHA has three Amateur divisions that give people the opportunity to compete comfortably against peers at their skill level: Amateur, Novice Amateur and Amateur Walk-Trot. To be eligible to compete as an Amateur, exhibitors must be at least 19 years old (as of January 1 of the current year) and a non-professional.
To transfer ownership, you'll need a signed transfer from the horse's recorded owner per APHA records. Then you'll also need to fill out the Affidavit for Duplicate Certificate form and provide current side-view photos of the horse, a copy of your photo ID and payment for the fees.
A monetary award which is paid to the breeder of a registered California-bred Thoroughbred finishing first, second or third in any race run in California and any graded stakes races conducted within the United States.
