For the purposes of this publication (which concentrates on livestock), traceability will be defined as “the ability to, and the mechanisms designed for, the tracing of an animal product along all steps in the production chain back to the holding of origin of the live animal from which the product was derived”.
The ADT Rule specifies approved forms of official identification for each species, but also allows covered livestock to be moved interstate with alternative forms of identification when agreed upon by animal health officials in the shipping and receiving states or Tribes.
The USDA final traceability rule amends a previous 2013 rule that requires sexually intact cattle 18 months of age or older, rodeo and exhibition cattle, and dairy cattle moving interstate to have an official form of animal identification.
The final rule establishes additional traceability recordkeeping requirements (beyond what is already required in existing regulations) for persons who manufacture, process, pack, or hold foods on the Food Traceability List.
