OPM is not adopting this suggestion because term appointments are not career or career-conditional appointments and thus do not count towards career tenure. Generally speaking, career tenure is acquired through service on a permanent appointment in the competitive service that provides or leads to competitive status.
Career tenure is acquired upon completion of 3 years of total qualifying service in the competitive service (usually served while in a permanent position in the competitive service).
Career-conditional appointment Normally this is the first career-type of appointment and the appointee must complete a 1-year probationary period and a total of 3 years continuous creditable service to attain a career appointment (Permanent - Career appointment).
