All versions of Outlook since Outlook 2000 Service Release 1 include a security feature that blocks attachments that might put your computer at risk for viruses or other threats. For example, certain types of files (such as .exe files) that are sent as attachments are automatically blocked.
If the file attachment is too big (over 20 MB), the file may be stripped (excluded) from the e-mail because of the policies of your ISP. Also, Outlook may have a size restriction on the size of attachments. Check with your ISP or network administrator for more information about e-mail restrictions.
To help protect your computer, Outlook doesn't allow you to receive files of certain types (such as .exe files) as attachments, because of their potential for introducing a virus into your computer. By default, Outlook will block these file types.
In Outlook 2016, select File > Options > General. In the Attachment options section, select the default state for the attachments that you choose in OneDrive or SharePoint from the following options: Click OK.

When you can't see attachments in Outlook, the problem is usually associated with the app settings, your antivirus programs, or device limitations. A weak or overloaded internet connection can also cause Outlook attachments to not load properly.
Attachments are stored under the data directory in JIRA application home directory as explained here. So in order to have attachments stored in a directory the JIRA application home directory can be moved to a different location as explained below.
Assuming it is the image you want, click the upload button. You can change the filename if you want. The file will be saved as an attachment and the appropriate markup will be added to the description. By default, it will add it as a thumbnail.
