The bits of paper are electrically neutral, but when you bring the rod close to them, even though paper is not a conductor, that is, the charges within it are not free to move about as a current, the negative charges have enough mobility that they are repelled by the rod.
Choice of the names negative or positive is arbitrary. If you rub a glass rod with a cloth, the charge produced on the glass rod is called positive, whereas when a plastic rod is rubbed with a cloth, the charge produced on the plastic rod is negative.
Electrons can be made to move from one object to another. For example, when a plastic rod is rubbed with a duster, electrons are transferred from one material to the other. The material that gains electrons becomes negatively charged. The material that loses electrons becomes positively charged.
When a wool cloth is rubbed on a plastic comb, the cloth loses electrons and the comb gains them. The comb now has a negative charge and the wool has a positive charge.
Protons have a plus (+) charge, electrons have a negative charge (-) and neutrons have no charge, making them neutral. The polarized paper is then attracted to the rod because the excess positive charges on the near side, due to their proximity to the rod, experience a stronger attractive force than the repulsive force applied to the excess negative charges on the far side. Because they become charged.
