How to Reduce Photo Size to 400 KB Navigate to pdfFiller and sign in to your account. Click Add New to upload a document you want to Reduce Photo Size to 400 KB; search for the file you need on your desktop or one of the supported storage services. The Photo Compress app available at Google Play does the same thing for Android users. Download the app and launch it. Select the photos to compress and adjust the size by choosing Resize Image. Be sure to keep the aspect ratio on so the resizing doesn't distort the height or width of the photo.
Right-click on the image file in the File Explorer, select Open With, Paint. Select main menu item Image, Stretch/Skew Change the Horizontal and Vertical percentages to a percentage less than 100. Select the main menu item File >> Save As to save the resized image.
