I am happy with PDFfiller for the most part. It is a very good editor that makes a normal document look sophisticated. My only complaint is the price. 15$ a month for this? I mean it is a good editor, but 175$ a year is to much for me. Overall, it is a great app for editing with a great package of fun.

A: Yes, according to Article IV, Section 3 of the United States Constitution which allows Congress to combine, split, or add new states. In fact, four states including Kentucky, Maine, Vermont, and most recently West Virginia in 1863 were admitted to the Union after breaking off from another state.
Congress cannot split a state. Only the state in question can decide to split itself. However, the newly divided territories must then get approval from Congress to be admitted as two separate states.
More recently, the Divide New York State Caucus, Inc. has drafted a proposal to partition the State into three autonomous regions: The New Amsterdam Region (Upstate), the New York Region (the City), and a third region of Montauk (comprising Long Island, and Rockland and Westchester Counties).
Cal 3 was a proposal to split the U.S. state of California into three states. The Cal 3 proposal would not have legally split the state immediately; the division would have occurred only if and when the U.S. Congress consented to admit the new states to the Union per Article IV, Section 3 of the U.S. Constitution.
Pro-slavery politicians initially attempted to permanently divide northern and southern California at 36 degrees, 30 minutes, the line of the Missouri Compromise. But instead, the passing of the Compromise of 1850 enabled California to be admitted to the Union as a free state.
In another compromise designed to overcome objections to annexation, the 1845 joint resolution that admitted Texas to the Union provided that Texas could be divided into as many as five states. The power to create new states could be exercised only by Congress, with the consent of the affected state legislatures.
While Texas has been part of various political entities throughout its history, including 10 years during 18361846 as the independent Republic of Texas, the current legal status is as a state of the United States of America.
