DRIVING RULES FOR PERMITTED DRIVERS OVER 18 Even if you're over the age of 18, you cannot drive alone with only a learner's permit. For more information about the learner's permit and driver's license processes for those over the age of 18 in California, contact your local DMV.
The FL HMV specifically notes that every person under 18 years old MUST hold a Learner's License for one year -- there are NO exceptions to this law -- and that no person may drive alone with a Learner's License, regardless of age. So a teen or those with a FL learner's permit cannot drive alone.
Learner's permit holders must be accompanied by a licensed driver over age 21. Individuals may not drive with more than one non-family passenger under age 21 between 6 p.m. and 5 a.m. A supervising adult must be a parent, guardian, or be at least 21 years old and have a valid license.
With your permit you may practice driving with a parent, guardian, driving instructor or an adult 25 years of age or older. You may not drive your friends around in the car, especially not by yourself.
P1 drivers under the age of 25 can only carry 1 passenger under the age of 21 between 11pm and 5am (there are some exemptions). Penalty: 3 demerit points and a fine. L and P plates have to be attached to the OUTSIDE of the car you can't stick the plates on the inside of your window.
