How do I unlock comments in PDF?

Right-click the comment and choose Properties. Deselect Locked.

Choose the Add Text Comment tool from the Comment toolbar. Click on the page to place the cursor. To change the text formatting, click the Text Properties icon in the Comment toolbar, and select the text, and then select the property you want in the toolbar.

How do I make PDF annotations permanent?

Re: Permanent Annotations These will appear as annotations or comments in your file. To make them permanent, you'll need a step in your workflow that flattens the annotation into the PDF (so they can't be changed). You can do this in the Pro. Version by using the Optimizer tool.
