Select the shape or shapes that you want to make transparent. Right-click, and on the context menu, select Format Shape. In the Format Shape pane, set the Transparency slider to the percentage of transparency that you want.
Now in document, select the text which you want to enclose in different shapes and click Enclose Characters in Quick Access Toolbar. Upon click, Enclose Characters dialog will appear. From Style you can choose one from three predefined styles; None (wrap in line), Shrink text (wrap around in shape), and Enlarge Symbol.
On the "ribbon" (toolbar), click on Insert, Shapes and select the oval. (You can drag the corners to make it a circle per se.) Right-click the shape, click on Format Shape and type 100% into the Transparency field. In the Format Shape menu, also click on Line Color, if you wish.
Click the Insert tab and click Shapes. From the drop-down menu click the Oval. Drag the cursor over the page while holding down the Shift key to draw a large circle. This will be the outside circle of the chart, so make it large enough that your other circles will fit inside.
Click on the "Insert" tab in the Office ribbon. Click inside your document body, hold the "Shift" key and drag the cursor until the circle is the desired size. This will represent your outer circle, so make it as large as you think it needs to be to fit the other circles.
