Re: Not receiving voicemail notifications with Android upgrade. I have a Pixel and experienced the same problem with the Oreo update. From where you make calls tap the three dots to the right of the search bar, tap settings, tap voicemail, turn visual voicemail on then back off, and it should fix the problem.
Re: Missing Voicemail Icon Try going to Settings > Sound & Notification > Application Notifications. And look for the Voicemail app. And check if it's allowed. Then go to Settings > Applications > Application Manager and look for Voicemail.

If you deleted the voice mail icon from the main home screen, you can add it back by tapping the Apps icon in the home screen dock to open the Apps launcher screen. Tap and hold the Voicemail icon, then drag the icon to an available place on the home screen.
Reset the Network Settings. The network issues can also influence voicemail messages on your iPhone. To reset network settings: go to Settings > General > Reset > Reset Network Settings. Resetting the network settings will erase network credentials and restore them to default.
