It is perfectly normal for a submission to remain with the editor for over two weeks. The time taken for the different stages varies from journal to journal, but it is not uncommon for the journal system to show a with editor status for over a month after submission.
Answer: This stage indicates that your paper has not yet been sent for peer review. As per the normal journal processes, the editor first conducts an initial screening of the manuscript. If the manuscript passes this screening, it is sent for peer review.
When a journal displays the decision in process status, it means that the editorial board is in the process of making the final decision about your paper.
The status “Under Editor Evaluation” is quite usual, and it generally means the reports from the peer reviewers have been received and the Editor of the journal is assessing the reports, prior to making the final decision on the submitted manuscript.
If your paper has been under review before this, then it stands a better chance of getting accepted. However, if it has not gone through peer review, but is directly showing the status awaiting final decision, then there is a possibility that your paper might be rejected after initial screening by the editor.
”Decision in progress” means all the reviews have already been received and what's left is for the editor to make a decision. 3 weeks is pretty long for this.
Answer: When a journal displays the decision in process status, it means that the editorial board is in the process of making the final decision about your paper.
In usual cases, a “Decision in process” means that the editor of the journal has received the reviewer comments from all the referees. The chief editor now has to make the decision whether he will accept/reject your paper or ask you to revise and resubmit the paper.
