Here is a solution: If you need to delete a page from a document, just do “Print” and then “Save As PDF” (depending on your platform). You should be able to remove any pages like that and have an “unsecured” PDF document where you can delete and rearrange as needed.
You have to open a PDF document, select the pages that you want to hide and then click on the Lock button. A red padlock icon will be displayed in the page preview over the pages that are locked. You can then save the PDF file, and it will ask you for a password before saving the PDF document with locked pages.
In Windows Explorer, turn off the Preview Pane. (Alt+P, or click”Preview Pane” in the Windows Explorer toolbar.) If that doesn't work, use SHIFT+DELETE to permanently delete the file. (Caution: You won't be able to undelete).
Go to Edit-Preferences and in the Documents section see if PDF/A View Mode is set to Always. Change it to Never, then try to delete pages. I remember reading in other threads that if you close the PDF then reopen it, you may then be able to delete the pages.
