Choose Image > Resize > Image Size. Make sure that Resample Image is deselected. To maintain the current aspect ratio, select Constrain Proportions. Under Document Size, enter new values for the height and width. For Resolution, enter a new value.

Does resize an image reduce quality?
The short answer to your question: Yes, you will lose image quality. If you resize your images down to a smaller size, and then size back up again, your image will be a lot less clear. By resizing the size of the image, you actually reduce the mega pixel count of the photo.
Does scale reduce image quality?
Yes, scaling down reduces the quality of the image as most of the original pixels are no longer available (scaling is done by Down sampling). Additionally, Once you down sample, you can no longer get back the original values during reconstruction.
What does resizing an image do?
When you resize an image and do not resample it, you change the image's size without changing the amount of data in that image. Resizing without resampling changes the image's physical size without changing the pixel dimensions in the image.
