The American Recovery and Reinvestment Act of 2009 (ARRA), was a piece of legislation designed to stimulate the economy, support job creation and invest in critical sectors, including education. ARRA invested US$4.35 billion in a fund for Race to the Top (RTT), a competitive grant programme.
The four key areas of reform include: Development of rigorous standards and better assessments. Adoption of better data systems to provide schools, teachers, and parents with information about student progress. Support for teachers and school leaders to become more effective.
Race to the Top Development of rigorous standards and better assessments. Adoption of better data systems to provide schools, teachers, and parents with information about student progress. Support for teachers and school leaders to become more effective.
Race to the Top (R2T, RTTT or RTT) was a $4.35 billion United States Department of Education competitive grant created to spur and reward innovation and reforms in state and local district K–12 education.
Only the four largest states, by population, (California, Texas, Florida, and New York) were eligible for this highest bracket. Over three rounds, 18 states plus the District of Columbia were awarded grants totaling $4.1 billion (not including RTTT-Early Learning Challenge grants).
Race to the Top is a competitive grant program to encourage and reward States that are implementing significant reforms in the four education areas described in the ARRA: enhancing standards and assessments, improving the collection and use of data, increasing teacher effectiveness and achieving equity in teacher
And while NCLB governed the money schools received every year, RTTT was 'extra' money that states could opt into by applying for or opt out of. But while the money was distributed differently, the two policies largely shared a similar philosophy of education.
Race to the Top will reward States that have demonstrated success in raising student achievement and have the best plans to accelerate their reforms in the future. These States will offer models for others to follow and will spread the best reform ideas across their States, and across the country.
