2 billion in 2004-5. The Liberals, who have pledged to put more money into defense, are expected to propose a further 10-year investment of 5.2 billion to 17.6 billion over the next five years. The Liberals do not plan to increase funding to the army or the navy on top of the new spending, however. Ottawa is also planning to spend more money on surveillance planes, surveillance drones and reconnaissance submarines. There are plans to buy 13 new planes and 17 helicopters. The defense budget is to be balanced by 2015-16, but the government says any new spending would be offset by 4-billion in savings made by cutting government waste and increasing savings from a lower tax rate. The federal budget for the fiscal year that starts March 26 is expected to be a bit more modest. The Liberals did not unveil their plan for economic growth or public investment the day the budget was tabled. The last time the economy was this healthy a year into a recession was 1994 -- when the recession started shortly after the Conservatives took office. But with Canada's fiscal situation much better than the U.S., Canadian federal transfers to the provinces, which were a big driver of the budget last year, should continue to increase in the coming years, said economist Don Drummond of the Ottawa-based Macdonald-Laurier Institute. “It's going to be a tough time for the provinces because they're going to be receiving a large fiscal infusion into the federal government,” said Drummond. Ontario's finance minister, Dwight Duncan, said Ontario would be “devastated” if the federal budget fails to meet its deficit-reduction targets. “That would be absolutely devastating to Ontario,” Duncan told CTV's Power Play. Ontario's budget deficit was 1.5 billion in 2006. Duncan said the province will have to “punch far above our weight if we're going to get out of the hole we're in.” Alberta Premier Alison Redford pledged to bring in a provincial sales tax as part of the province's economic strategy. “We've been in a much worse situation,” said Redford. “You have to plan accordingly. It's not just going to happen overnight.” The federal government is currently considering whether to increase the amount of money provinces contribute to health care. Duncan said the increase may not be enough.
