Research is examining how to ensure that the information contained in training materials is accurately recorded. The PI AAC team is undertaking a new evaluation that identifies appropriate data collection requirements and assesses the accuracy and timeliness of recorded data. It also aims to improve the design and usability of training. The new data collection design is based on a system developed in the U.S. by the Department of Defense (DOD). The goal is to collect real time training data and to have data stored in an online data access system. This includes training of various field personnel but also of employees at other levels of government. In this way, there will be more accurate information available for the evaluation process; hence, greater quality data can be produced in time for the evaluation. An important aim in the evaluation is to determine whether the new design, with regard to data collection, will allow data to be more effectively collected to evaluate training outcomes and the impact they can have on the effectiveness of training programs. There are a number of problems with current data and the existing system. First, there is no central repository in which to store data collected. Data are collected and stored on each training participant's own computer, in various forms, and not in the 'official' format of the training and test materials. Second, all training materials are collected, but there is no uniformity over what materials are collected. Third, there is no uniformity over the type of training materials collected, including the number of days and the number of hours that are covered. In addition, there is limited information on the quality of materials. Fourth, there are many gaps in the record of training. Fifth, there is no record of any training conducted in the country, and not a single recording is retained and stored when data are collected. These problems stem from the fact that, under the existing system, there is no central data repository and no central place to keep a record of training. It is not possible to collect data from the entire education and training process (i.e. from teachers, administrators and trainers) in one location, nor to collect an accurate recording to assess what training is being done. The new data management system is designed to allow the CSO, through the National Training Office (TO), to collect data in all training and test sites, and to maintain in-country records through the collection of data from training materials. For example, all data from the training conducted by a particular student trainer will be recorded and stored electronically for a minimum of 6 months.
