If the vehicle was a gift or was purchased from a family member, use the Statement of Transaction {Sales Tax Form} (pdf) (at NY State Department of Tax and Finance) (DTF-802) to receive a sales tax exemption.
Proof of ownership - AKA the title of your vehicle with your signature on the transfer ownership section of the certificate. A signed bill of sale - this document details the terms of the sale of a vehicle between a seller and buyer. The Odometer and Damage Disclosure Statement (Form MV-902)
Non-titled vehicles The DMV must verify that the vehicle was registered to the current owner. The current owner must provide proof of identity (see proofs of identity). There is a fee $10 for form MV-353. The current owner can use form MV-353 and a bill of sale.
Retail Certificate of Sale (MV-50) (aka 'Dealer's Bill of Sale'). The proof of ownership for a used vehicle is the title certificate that the previous owner signed to transfer the ownership to the dealer and a form MV-50 that the dealer signs to transfer ownership to you.
Documents needed: Signed bill of sale. Title, if the vehicle is 300 cc or greater and model year 1995 or newer, signed over the title to new owner from the previous owner(s) Evidence of insurance (ID card, policy or binder)
The new owner must give the original bill of sale to the DMV with the other required proofs of ownership. A bill of sale is not an acceptable proof of ownership without other proofs.
