if the rim sways from side to side by more than 2 mm each way, then your wheel is out of true. If the rim bobs up and down by more than 2 mm, then your wheel is out of round. there's also something I would call as being “out of tension", but you need either a tension meter or a good set of ears to see this.
Some wheels have the numbers on the front circling the inner hub. All OEM wheels have a part number stamped on them, et and size of wheel. If the wheels you are intending to purchase do not have the long set of numbers like in the pic above they are not OEM wheels.
Tires made in the United States have the DOT serial number located on the inside sidewall near the rim.
Complete build from beginning to end including spokes & rim is about $100-150. That's ridiculous. $150? You can buy a whole wheelset front and rear for that price.
For a decent front wheel you could expect to pay $100 for hub, $50-90 for rim, $1 per spoke, then maybe $80 labor to build the wheel (ballparking decent parts, can go up or down depending on what you get).

But just truing a wheel is relatively easy. However, to make a reasonable job of it you will ideally need: A decent pump, preferably a track pump to inflate your tires to the correct pressure. A spoke key or spoke wrench that fits your particular spokes snugly.
If it's just a minor truing, it's fine to keep the tires on. If you have single wall rims, deflate the tires first. Sometimes the spoke nipple can twist the tube and pop it.
